On Perfecting Of China's Administrative Encouragement System

The administrative reform of loosening regulation in western countries and the reluctant choice of the socialist countries' elimination of dictatorial planning objectively manifest the passiveness and limitedness of compulsory administration as a means of government behavior. A general institutional issue facing many countries in the world in varying government's administration means and ptomoting the administrative level is exploring a new and efficient way of governance including administrative encouragement. This article is aimed to analyze an describe some serious problems of theory and practice in administrative encouragement, try to arrive at a correct understanding of the principle and efficient implementation of administrative encouragement, on the basis of which a review is proposed about the relevant problems existing in the administrative practice in our country, Several suggestions are further given of perfecting our administrative encouragement system, in order to make it strong enuogh to bear, with other administrative behavior, the historical responsibility of realizing the administrative goal, and facilitating economic growth and social progress.Part 1 of this article is about the basic theory of administrative encouragement. This part begins with a review and reconsideration of the problems existing in current concepts and comes to a revised definition of the scope of administrative encouragement. On the basis of this, this part furhter conducts an exploration and analysis of characteristic and basic principles of administrative encouragement.Part 2 of this article is about the introduction of foreign administrative system and analysis of China's incentive administrative system. This part makes in-depth introduction and detailed analysis of Europe and the United States National Quality Award and the United States and Russia National Science and Technology Awards, listing of China's major revelation, while this part also describes the development process of China's administrative encouragement and on this basis, an analysis of its actual situation, summing up incentive deficiencies of current administrative system.Part 3 of this article carries an institutional research of administrative encouragement in respect of set, management implementation, relief and so on in accordance with the principle of administrative by law.
