The Government Function In Viallages And Towns And The Economy Change

It is very necessary for establishing and improving socialism market economy system in the economy change period. It is also very necessary for the development of all levels of government. We've given much research on the government function under the economy change period, but we seldom paid attention on the function of governments in the villages and towns. Moreover, agriculture, peasant and country are always an important matter in the development of economy and society, so to probe the government function in villages and towns under the economy change period is very- important in theory and practice. Guided by the basic principles of, Economic, Administration and Management, this article has made a preliminary research on the matter of the function of governments in villages and towns of our country in the economy change period. I hope it will be a useful reference in improving the economy, politics and culture development in villages and towns, also the all-round development of our country.This article includes three parts the main contents are as follows:The first part gives explanation to the theory of governmental function. First it summarizes the theory and practice of west government function. The west have discussed several hundred years to the problem of government function. It changes the government to the market, but no conclusions at last. It appears the theory of economic-freedom when the government-intervene can't advance the economical and vice versa. All the governments run from government-intervene to the economic freedom between two theories, fellow the difference theory and then take shape the different government function. Then, it summarizes the theory about the country in the subject of politic-economic and new-system-economic.The second part, the understanding sides, from the economic theory. It analyzed why the town-government is existed and the goal of the government-function-action and the restraint conditions. And it analyzed what function that the government in village and town should have from the theories of the local government and the club.The third part analyzed and discussed about the questions the economic function of governments in villages and towns on the basis of the above two parts. It analyzed main questions such as protect the production-right, supply the public things and the income, distribution, unemployment and the poor. And it also bring up the train of thought to solute the questions so that to consult how to elaborate the function in the economic changing of the government in the villages and towns.
