We've given much research on the government function under the policy of socialism market economy, but we seldom paid attention on the economic function of governments in the villages and towns. Moreover, agriculture, peasant and country are always an important matter in the development of economy and society, so to probe the change of government economic function in villages and towns under the policy of socialism market economy is very important in theory and practice.Guided by DENGXIAOPING Theory, Marxism, Dialectical materialism and the basic principles of Management, Administration, Economy and adopted the method of collecting standard analyze with example analyze, this article has made a preliminary research on the matter of changing the economic function of governments in villages and towns of our country in the present period and raised thoughts and methods in changing the economic function of governments invillages and towns as a try through the mode of theory ------ practice ------ theory.I hope it will be a useful reference in improving the economy, politics and culture development in villages and towns, also the all-round development of our country.This article includes three parts, the main contents are as follows:The first part gives explanation to the theory on changing the economic functionof governments in villages and towns. It analyses on the phenomenon of " market non-effective" and " government non-effective" and discusses the contents of government function under socialism market economy andits relation with market. Then it expresses the necessity and feasibility of changing the economic function of governments in villages and towns through analyze on the implication of government in villages and towns and the change of its function and its position.The second part introduced three modes in promoting the changing the economic function of governments in villages and towns. According to the present condition of changing the economic function of governments in villages and towns of our country at present period, I chose three examples: the " service people" in DongSheng Town, ShiShou City, HuBei Province, " democratic cooperation" in MiChun Village, HeNan Province and " more towns" in the country of NingBo City, ZheJiang Province. It discussed on these three examples and contrasted them on the angle of all over the world.The third part analyzed and discussed about the changing the economic function of governments in villages and towns on the basis of the above two parts.
