Leisure, not only in contrast with labor but also reflect the harmony of relation between human nature and social environment, play an important role in people's all-bounded development. It is one of the leading tendency in economic live in post-industry period as Daniel Bell mentioned in 1959. In this paper, the price discrimination based on the subjective experience of the respective recreation consumption was discussed. In the overall well-to-do level society, Chinese people have abundant material as well as free time and enjoy rich and varied recreation. Outdoor recreation industry is divided into nature resource relative intensive and capital relative intensive in terms of the factors involved in supplying the leisure service. The former takes the Ramsey pricing rule on the basis of the demand elasticity by the government who considers protecting the biodiversity conservation in leisure scenic area and supply the leisure services as public goods. This Ramsey rule, that does not violate the present law about price, can get the Pareto efficiency subject to the constraint that the prices charged are sufficient to cover the total cost and prevent the perverse subsidy meanwhile. The latter takes the two- part tariffs that realize the principle of equity by the firms who maximize their profits and supply the leisure services in the market. The entrance fee and user fee can be readjusted to alter the number of leisure consumers and the quantity demanded by means of analyzing a typical golf supplier.
