The writer of the dissertation researches the relationship between social stability and development and tries to examine and explore the relationship in a new perspective by applying the systematic theory in philosophy. That social stability is an active and flexible moving balance would be revealed in the perspective of Marxism's theory of social development. Social development is a systematic process, requiring well mapping of the full-scale development of economic, politic, culture and other elements encountered. However, the cost of development has presently become a key obstacle to social stability and development, especially after WWII, the problem is world wide prominent. In China, along with the further enforcement of reform and opening policy and the advancing of modernization, such issues as environmental pollution, unemployment enlargement of financial gap between the rich and the poor, graved regional unbalance in development, the spreading of corruption and evil and moral declining have severely affect stability and development. Therefore, the cost of development is calling for attentions. To study and remedy the effect of the cost on social stability and development needs courage to face the problem and well distinguishing of necessary cost and artificial cost. The most effective way to balance social stability and development is trying best to reduce the loss of necessary cost and to avoid or kill the artificial cost, in another word, paying the least for the most. By an analysis of the relationships among social stability, development and the cost of development, the dissertation is to point out a fact that for a country which longs for a good treatment of the three elements in reality, it is crucial to establish a "my-county-oriented"social developing model. About the above mentioned issue, the dissertation first explains the logical evolution of the western view on social development, together with its applicability and its limitation to the developing China, so as to alert that the western view is only western country-based, while China, at the primary stage of socialistic construction, must take the developments of productive force and economic as its prominent task. In the research of the China-based developing model, not only the wrongness of the class-struggle–based social developing theory is testified on the level of theory and practice, but also an emphasis is given to the developments of productive force, which is focused on in Marxism. And taking economic development as the central task would be authorized. On socialistic market-oriented economy system, the importance of competition and cooperation is listed and further revealed is that the two factors are the drives in China's present social development. The scientific developing theory is human-oriented, full-scale, coordinated and sustainable. It inherits and extends the economic-oriented developing theory, and declares that China-characteristic developing theory has advanced into a higher stage. Moreover, it adheres to the theory that to develop economic is central and emphasizes the full-scale developments of economic, politic and culture, regarding human-oriented theory as its essential and core element. Furthermore, scientific developing theory pays attention to the coordinated and sustainable development. Full-scale development of personnel and independent personality are not only the common rights and master terminologies in Marxism, but also the highest pursue for Marxists. The human-oriented theory is fundamental in achieving the full-scale development of personnel. Philosophy is distilled from reality and in turn guides practice. The dissertation links its theory to the situation in Xinjiang, whose theory of social stability and development and reality are taken into great consideration. By comparisons of the statistics about economic gap between Southern Xinjiang and Northern Xinjang and materials showing the gap, it is stated that slow economy has been the key element resulting in unbalanced development inside Xinjiang and the instability of Southern Xinjiang. The three forces, namely the national splitting force, the force of religious extremists and the force of violent terrorists, politically affect the social stability and development of Southern Xinjiang while backward science and education and instability of the neighboring countries impose effects on the area technically and externally. There exists necessity to cultivate a belief of scientific development and to adhere to the methodology of using development to enforce stability and stability to enhance development. In the dissertation, a strategy, which is to develop economy, is put forward to move away the obstacles in the social stability and development of Southern Xinjiang. For economic development, four measures would be taken. First, making full use of the centralized ports in Kashgar to enhance the economic development. Second, taking the advantage of level transference and local resources to speed the industrialization. Third, adopting the strategy of regional resources-transform by developing modern agriculture. Fourth, rectifying the touristy resources to create a world famous tourism brand. Meanwhile, it cannot be overlooked as to the problems of politic, culture and situations in neighboring countries. What can be done is bringing a campaign against the three forces by cooperating with other nations, building modernization for the people of Southern Xinjiang by investing more in its science and education and establishing a theory that man and nature are a harmonious pair and sticking to sustainable development.
