As society develops,the phenomena of "Civil Servant Heaf"becomes more and more rampart,which is already potential threats for social sustainable development.According to the research of civil service phenomena, we begin to know that job seekers wish to strive into civil servant system, the will of gaining system security led to this phenomena, that is a behavior of internalizing the coast. The theory of system cost matures by the system analysis focused upon transaction type, therefore the application of system cost theory to analyze this phenomena is practical and essential.Following this research logic, this article first analyzes the systems involved in the "Civil Servant Heaf"based on the system cost theory.Through the study of related theories, we know that there are regular and irregular institution, and the "Civil Servant Heaf"mainly involved with the regular systems like civil servant stem and its social insurance system, irregular system mainly includes "Bureau-oriented Mind". The regular and irregular system are reflected in "Civil Servant Heat", this relationship is more coherent than forced, the medium is low system cost, this could prove more clearly why civil servant system is more stable. Based on this presumption, the author assert that this status will increase the cost of institution which includes political, manageable, social and intellectual cost.The increase of these four kinds of cost would lead to the fall of government’s publicity, the increase of management expanse, the shrink of innovative awareness and even the capacity of social sustainable development and other notorious social influences. Finally, the author delved into the social affluence on the stability of civil servant system to achieve this assertion: the imbalance between social advance and inconstancy is the fundamental impetus behind this "Civil Servant Heat". Based on this inclusion this article call on the the proper dealing of social advance and constancy by building a super recycling system that allows the coexistence of development and stability to abate the climbing heat of civil servant test and finally to reach the ultimate goal of sustainable development.
