Along with the coming of knowledge economy and the view consciousness of sustainable development is more and more realized, the importance of human resource (HR) in regional economy appears gradually. Under the background, this research takes Fujian province as an object, theory of human capital and theory of neo-economic growth as theoretical bases, positive analysis, normative analysis and institutional analysis as theoretical tools, econometrics, compare analysis and history analysis as main technological tools, studies the relationship with HR and economic growth of Fujian province. On the other hand, the HR's exploitation is discussed in detail.Four parts constitute this research: the first which includes the 1st, 2nd paragraph discusses some theoretical background; The second which includes the 3rd and 4th paragraph focuses on the status quo of HR and economic development of Fujian province, at the same time, their relationship also be discussed in detail; the third which includes the 5th paragraph studies the production , configure , use and protection of HR, in addition, the non-equilibrium of institutions is mentioned in this part, based on what mentioned above, the principles, models and paths of HR's exploitation are put forward; The fourth that includes the 6th paragraph discusses the policies of HR's exploitation in Fujian province.The main conclusions in this article are as follows:Firstly, the GDP, labor quantity, human capital accumulation and the substance capital accumulation have increased from 66.37 hundred million Yuan, 924. 41 ten thousand person, 4392. 07 ten thousand person · year and 208. 45 hundred million Yuan to 1367. 59 hundred million Yuan, 1756. 71 ten thousand person, 14467. 84 ten thousand person · year and 2986. 38 hundred million Yuan from 1978 to 2003, each of these have increased 19.6, 0.9, 2.3 和 13.3 times。Secondly, since the reformation and opening, the economic growth of Fujian province has depended on the investment of substance capital. From 1978 to 2003, the increase rate of GDP has been kept as 12.87% per year. By calculating, we draw aconclusion that the contribution rates of the substance capital and the human capital accumulation to the economy increasing are 53.01% and 19.92%.Thirdly, now the economic development of Fujian province is at the metaphase or anaphase stage of industrialization, the industrial structure has being regulated quickly, so the industrial structure of employment should be changed to adapt to this transformation. Because of this, the HR of Fujian province should be exploited quickly and richly.Fourthly, with the generalized view, HR's exploitation includes HR's production regulation> use and protection. The production depends on the investment, the regulation is formed when HR flows among the areas> industries and sectors in reason, and the use should have some effective inspiriting mechanism. The three principles which everyone is equal, employment should be supplied sufficiently and the benefit should be enough to compensated the investment should be followed in HR's exploitation. We should adopt the model of preferential exploitation when HR is exploited in Fujian province, that's to say, we should emphasize particularly on the main parts of HR. In the different phases of exploitation the government and market should cooperate enough. For example, the government should play a more important role in the investment, especially the foundationaVinvesiment, and the protection of HR; on the other hand, the marked should be dominant in the configuration and use of HR. With taking these measures and policies, HR's exploitation will be sustainable.Fifthly, aiming at the problem of non-equilibrium of institutions of HR's exploitation, a system should be built as soon as possible. Reforming the old institutions and building new ones; strengthening nomocracy; strengthening a unitive and orderly HR market which includes some HR markets at different levels; attaching importance to education and trying to construct a studying-society; etc. All these are important for Fujiar; province to exploit its human resource.
