At the condition of market competition, as a necessary result of superior and inferior, the success or failure of the enterprise's working, all people think that is very normal. But, that is very important problem to theory group and enterprise group: what reason is to reduce the enterprise working defeated, what reason is to reduce the enterprise working successful. We try to explore the headspring of the enterprise's competitive superiority with the angle of exploitation of human resource.This text comes down to two basic theories issue, one is the theory of human resource, one is the theory of sustainable development. In most treatise, all of this two theory discuss one nation's (or whole world's) social and economic problem. For example "sustainable development", his original meaning is: "Not only satisfy the need of people in the present age, but also can't harm the need of people in the future. " :the theory of sustainable development study one nation's ( or whole world's) population, resource, environment, make one nation's economy can sustained development, at the same time, we can't sacrifice offspring's profit and environment. In this text, 'we move the word "sustainable development" to the field of microeconomic, to study the problem of enterprise. Benefit from the meanings of sustainable development of economic and social, we think that the sustainable development of enterprise means: how to obtain and keep persistent viability and ability of development, at the same time, give attention to resources and environment, make the enterprise, resources and environment development in phase. But the important point is how to obtain and keep persistent viability and ability of development. The enterprise should pursue lasting development but not sort-term development.We think that if we want to come true the sustainable development of enterprise, the important point is how to obtain and keep the persistent viability and the ability of development. The persistent viability and the ability of development reflect the synthetic competitive ability of enterprise. In other word, if we want to come true the sustainable development of enterprise, the key is how to enhance the synthetic competitive ability of enterprise. So, we think that theproblem of sustainable development of enterprise, its essence and core are the competitive ability of enterprise.We think that the competitive ability of enterprise is a sort of synthetic ability, single index can't appraise enterprise's competitive ability. The enterprise wants to obtain the competitive superiority and the sustainable development, it must is supported by a series of factor. These factors mostly involve that: (1)adaptive ability; (2)inanagetnent superiority; (3)Strategy decision - making ability; (4)trade ability; (5)technical status and technical innovation ability; (6)asset scale; (7) organization structure and organizational innovation ability; (8)nature and environment; (9)human capital status. In these factors, some factors are dominant. But, no mater what stage to enterprise, the human capital is dominant in all time. So, only the durative of the human capital's preponderance is the fundamental support factor of the enterprise's sustainable development. If we want to obtain and keep the human capital's preponderance, we must depend on the scope and depth of the exploitation of human resource, so, the exploitation of human resource is the fundamental impetus of the sustainable development of enterprise.In ours state-owned enterprises, the exploitation of human resource is very weakness in most of enterprises. This becomes a very serious obstacle for the sustainable of enterprise. So, we must to pay great attention to the exploitation of human resource, in order to enhance the competitive ability of the state-owned enterprise and come true the development of state-owned enterprise.
