1) According to the recombining & system changing project of CNPC and the eleventh five years developing layout of Chongqing Gasfield, analyses the challenge and opportunity which Chongqing Gasfield has confronted with during existence and development after recombining & system changing.2) By means of contrasting and concluding, carries out all-sided analysis to the actuality and influencing factors of human resource, including: the holistic structure of employee troops, the specialty structure of professionals, the culture and technology structure of employee troops, the structure of leaders beyond the deputy Ke director, the basal structure of the organization, the reforming actuality of the personnel system, and the external and internal environment that influencing the management of human resource.3) Analysing the characteristics of exploitation of human resource of some American, Japanese and European enterprises, exploring the main problems and difficulties that exist in exploitation of human resource of domestic enterprises, discusses the exploitation mode of human resource that adapt to the oil enterprise, Chongqing Gasfield, in the situation of China.4) On the basis of the experiences of exploitation of human resource of enterprise at home and abroad, puts forward the three principles and three works of the exploitation of human resource of Chongqing Gasfield; then puts forward the expoitation mode as follows: taking people as focus, taking the market as guiding, using the environment to attract people, using the value to inspirit people, using competition to bestir people; surrounding the development stratagem and the prospective aim, advances the thoughts of human resource exploitation as conceiving roundly, preplanning scientifically, operating suitably, and actualize step by step; advances meantime the countermeasure of human resource exploitation as follows: building the new mechanism of human resource exploitation of the gasfield, establishing scientific and effective management systems, adjusting the policy of human resource exploitation of the gasfield, constructing the favorable environment for able persons to work, enhancing the strength of exploiting and training of able persons, improving the innovative ability and innovative level of the gasfield; furthermore, advances several problems that should be paid attention to in the work of human resource exploitation.
