Currently, firstly there is little study in the definition and theory of forestry' s modernization and which can' t provide the supports for forestry modernization, secondly the forestry development stage can' t be divided and the objection is obscure, at last the current forestry modernization index system is only quantitative and lack of factors. Few system of approval index which can' t fully embody the main characters of forestry' s modernization. Basing on the above and study of domestic and foreign materials, this article discusses the definition and theory, rebuild the system of appraisal index and make a division in the development stage of forestry modernization. It believe forestry modernization apply the penetration of the science and technology, the involvement of the industry departments, the inputs of the advanced factors, the establishment of the market theory and the help all the society to cherish the forestry resources, to output the variety of the forestry functions, to satisfy the ecological, economy and society demand of people. The theory base of the forestry modernization should be the first modernization theory and the second that, they can' t be divided and confronted. The first one accelerates the materials accumulation and enlarges the market by industry modernization, specialization and scale of the economy to set up the material and society base for the second development. The second one extends, develops andoverpasses the first one by providing knowledge and information. The rebuilding forestry modernization index system concludes the qualitative and quantitative factors. Then, the system is applied into the forestry modernization in Fujian, which makes us know the degree and the development stage of forestry modernization. At last, accordingly this article suggests some measures for the problems lying in the course of Fujian forestry modernization.
