The corporate social responsibility origins from America, which aims to amend the traditional corp.'s goal—only for making profits, it emphasizes that the social interests should be also concerned by corporation. One of the corporate social responsibilities is the corporate responsibility for employee. These contents are due to the relationship between corporation and its employee. Before the open-reform policy, the relationship between the state-owned corporation and its employee is "controlling you all—protecting all through life" relationship. So the responsibility is very heavy. The state-owned corporation supplies all resources to its employee, including the political .. the economical and the cultural , etc. The state-owned corporation is one of ways of our country's governing her citizen. The government only need order the stated-owned corporation and needn't face its civilians directly .This costs much energy of corporation and low the efficiency of corporation. The corporation has heavy burden and makes poor profits. By reforming the relationship between them, it turns into "labor contract" relationship. The corresponding responsibility contexts vary much! Now the state-owned corporation only has the labor law responsibility, which is much lighter than the prior. But in this turning period the state-owned corporation should pay the debt in the history presenting our country—our country stores large estates from the stated-owned corporation by paying low salary for its employee and takes its civilian's social insurance money away. So the corporation should pay for this debt when thecorporation wants to fire its employee and must have its employee's consent and gives money to him (her) according to the employee' working years. At the same time, in order to stabilize the society the state—owned corporation cannot fire its employee freely in a short time. It must fire the unnecessary employee gradually.
