The concept of corporate social responsibility is formed at the beginning of20thcentury. It is a great challenge to the traditional corporate law concept which regardspursuing profit-maximum for shareholders as its only purpose. Besides shareholders,corporate social responsibility requires corporate should also responsible for stakeholderssuch as workers, consumers, creditors. Corporate social responsibility is not only a sort ofmoral responsibility, but also a kind of legal liability. It is proper to requiring corporateresponsible for stakeholders by the law. And nowadays, this concept has been specified inChina Corporation Law. As an important part of the national economy, state-ownedenterprises should play an exemplary role in social responsibility. At present, because ofthe concept, mechanism, system and other factors, the state-owned enterprises still have alot of problems in the aspect of social responsibility. In order to strengthen the socialresponsibility of state-owned enterprises, it is necessary to construct the state-ownedcorporate social responsibility implementation mechanism.
