The development of global economy showed clearly that trade in service had come to be the major drive of modem economy. The General Agreement on Trade in Service (GATS), concluded on the 1994 Uruguay Round, set up related regulation and principle of trade in service. Now China was accredited to WTO, and commitments were made in ocean shipping service. So for the future shipping administration, we, on the one hand, had to observe correlative regulations, and, on the other hand, further enhance the development of our shipping industry. Based on the basic spirit of GATS, and China' s WTO commitments for shipping, this thesis probed into the actuality of international shipping administration, and its features and trend of legislation, the openness, regulations and challenges of Chinese shipping industry, the status and problems of China's shipping administration, and the impact of GATS on global and China's shipping administration. Visualization and suggestions were made for the principle, system structure and consummation of shipping legislation.The core standpoint of this thesis was that there was an urgent need to speed up and consummate the shipping administration legislation, and to strengthen and consolidate the shipping administration, in order to implement China's WTO commitments and solve the disorder of shipping administration, such as the lawlessness, little observation, etc.. GATS would, no doubt, promote the reform of international shipping management, but measures, such as preservation of shipment, revenue, subsidy, were still internationally adopted for the protection of the shipping development of a country. China should learn from other countrys' advanced experience, and provide necessary protection for our shipping industries, improve their international competitiveness, and realize the changeover from a big shipping country to a strong one.
