On Guiding The Tapping Of Talents' Resources Of The Old Industrial Base Of Liaoning With The Talents' Thoughts Of Deng Xiaoping And Jiang Zemin

Taking the stance of socialist modernization as a whole, the 16th National Congress of Communist Party of China, brought forward the strategic task of "revitalizing the old industrial base of the Northeast". Liaoning in the past was known for its abundant resources and rich industrial foundation. However, the present situation of Liaoning is that the natural resources are increasingly deficient, while the talents' resources still have relative advantages. Therefore, the key of "revitalizing the old industrial base of Liaoning" lies in the development and management of talents' resources. A person is the only variable factor in all productivity. How to giving talents full play becomes the cornerstone of revitalizing the old industrial base of Liaoning. Modern economic development fully shows that people play a leading role in all productivity, and talents' resources are the first resources, especially in 21st century of information-driving economy. Revitalize the old industrial base of Liaoning, we need the talents resources with high quality. Only give full play to the key competitive power of talents' resources could realize the fast development of economy.Summing up Deng Xiaoping's talents thought centralized with "respecting knowledge, respecting talents", this thesis, based on Jiang Zemin's talents thought of respecting work, respecting knowledge,respecting talents , respecting creativity, put forward some tactics on the talents' tapping of revitalizing the old industrial base of Liaoning.The thesis consists of three parts:Part one describes the current situation and the main cause of talents in Liaoning. Part two discusses the talents' thoughts of Deng Xiaoping and Jiang Zemin. Part three propose some tactics on revitalizing Liaoning's talents. In particular, this thesis brings forward a new concept of "bringing advantages ever had again into play". On the basis of "thought innovation, system innovation", we must enable the advantages weakening to some extent obviously to rise to the position of the obvious advantage again later, forming "making full use of advantages on talents ever had".
