Eco-tourism and relative biodiversity protection contribute much to the comprehensive and sustainable development of economy society and environment. With the external of the development strategy and the current eco-environment in our country, eco-tourism becomes the preferable method of economic development and biodiversity protection in its internal characteristics and external social choice. The exploitation, management and the specific realization forms of biodiversity protection are influenced by many factors in different dimensions. According to the degree of the internal relationship among different entities and the degree of mutual influence among different dimensions, we divide the factors into three dimensions, The outer dimension include: time and space factors, political, economic and social cultural background; the macro-dimension includes: the higher authority (including the central government and its functional departments), the public, the environmental protection organization and the media body; the micro-dimension includes : the local governments (including its functional departments ), the sponsors and the local residents. At present, there are many problems existing in the process of eco-tourism development and management in our country, which are unfavorable for biodiversity protection. They include the low level of economic development, the related social ideology, the profit —oriented resource development. the ignorance of the environmental value in the political direction and the lack of the publics participation into the environmental policy decision. With regards to the current situation and based on the authentic proof, the thesis presents a both static and dynamic analysis about the eco-tourism and biodiversity among different entities in two dimensions, the influence of the macro-dimension on the micro-dimension, the external policy frame which influences the relationship within different entities in two dimensions and the combination of the three dimensions, The last part of this thesis exposes the defects existing in the design and enforcement of the related policy in our country with the purpose of providing the necessary regulation and policy environment for the relations among different entities and their actions in macro and micro-dimensions .
