Sovereignty is a nation of inherent attributes,but the ecological environment is no boundaries;how to coordinate the contradiction between the integrity of national sovereignty independence and human survival of the natural environment has been the problem of circle of environmental law problems.The Mekong River sub region countries located in Southeast Asia.It contains rich biological resources,unique geographical location and climatic conditions created its biological resources is similar,also causes brought by the biological diversity protection often involves a number of countries,many areas;it's not just sub regional governments to strengthen environmental cooperation and administrative intervention,but also the need to improve the corresponding legal system.But in the current,due to the legal basis of the GMS regional environmental cooperation is the basic properties of soft law,lack of specific legal system safeguard,and relates to the jurisdiction of the problem,which leads to cross-border biodiversity protection to the desired effect.Therefore,it is urgent to implement and improve the legal system of biodiversity conservation in the region.In this paper,from the theory of regional environment protection analysis of through the analysis of dispute settlement mechanism,Megumi benefit sharing system,biological corridor road system,puts forward the problems existed in the GMS cross-border biodiversity protection law system,and expounds the perfection of the necessity and feasibility of the regional cross-border biodiversity protection law system;the to research regional cross-border biodiversity environmental problem has important significance.
