Every country begins to hardly explore and actively do and start the prelude of recycling economy surrounding the sustainable development of society. Recycling Economy is the basic way that realizes the new notion of development whose core is the ecology value. It is not only a scientific thought but also an advanced economic model. Recycling Economy has become the most important way to carry the sustainable development of cities into execution. Recycling Economy is a revolutionary change. At present, the development of cities is confronted with diplex restriction including resources and environment. So the way developing recycling economy is the necessary choice to set up sustainable ecocity. This thesis firstly clarifies the question discussed in it, the question is what way is sustainable development of cities, narrates the writing backgrounds, the theory frame, the significance, the structure of the whole article, and so on. Secondly, this thesis introduces domestic and foreign the development course about the sustainable development theory, the city economy and recycling economy. Thirdly, after the narration about the concept and attributes of city, this thesis brings forward "recycling ecocity", and then discusses its connotation and characters, subsequently introduces the domestic and foreign practices about recycling ecocity, points out that the Recycling Economy is the core of the recycling ecocity. Fourthly, this thesis stresses to expatiate the connotation and principles of recycling economy theory, then analyses the relation between recycling economy and sustainable development, scientific standpoint of development and ecology theory. And then it points out realistic meaning and feasibility of recycling economy and gains the conclusion that the effective way of sustainable development of cities is construction of recycling ecocity. Finally, this thesis discuses the evaluating system and the strategy of development about recycling ecocity. The finality of this thesis gives some relative conclusions and points out the significant to study the thesis.
