| It has been three years since China enters into WTO on Dec.11th, 2001 as a developing country. As to China, green trade barrier is a big problem worth studying in 2005. On the one hand, our foreign trade is facing a new serious situation because of the ever-increasing competition, which has two reasons: firstly, each industry in our country is enduring more furious competition of international market after three-year protection has expired. Tariffs and requirements for market access will be lowed by a wide margin since China enters into post-interim in 2005. Secondly, trade protectionism comes back again! Protection of international trade will be more serious in 2005 because much more measures will be taken by other countries to impose restrictions on exports from China. Chinese textile for export is likely to encounter increasing friction after the integration of global trade of textile. On the other hand, tariff wall is lowed constantly and the traditional non-tariff barrier is getting more severe restrictions, which makes developed countries exert their efforts to adopt more hidden ways to limit imports. So green trade barriers as a representation of non-tariff barrier is prevailing. Green barriers has various forms such as green technological standard, green tariff, green environmental sign, green sanitation and quarantine system, green packing system, green subsidy system and direct restrictions on market admittance, which affects our exports greatly: It narrows the space of our export market, weaken the market competition power of our export. What influences enterprises most is that green barrier raises the cost of exports, changes comparative advantages and terms of trade so as to weaken the international competition power of exports and affects the economic benefits. Industries such as agriculture, textile industry, clothes industry, machinery and electron industry are affected most seriously by green barriers. What is more, WTO takes a positive attitude towards rational green trade barriers. Therefore, It is of great academic and practical significance to study and understand trade barriers and put forward countermeasures in time. What deserves to be mentioned is that green barrier is rooted in the needs for protection of ecological environment and national health, which fits in with the times. So when it talks about how to cope with green barrier, we should stress on how to leap over not how to break it. We should improve ourselves, enhance our awareness of environmental protection and engage in green-production producing. But this is very difficult for our country. China hangs behind in the respect of internalization of environmental cost. Not until 2005 does China begin to calculate Green GDP. Our enterprises lag in clean producing, green cost calculating and green marketing. Thus it is very hard for us to leap over green barriers. We can take measures by using three mechanisms. Governmental mechanism should play a leading role .Our government can take advantages of its predominance on power and public relations to enable green barriers to benefit trade development and also make good macro environment for export .Our government should set up correct guide to idea. That"scientific development view"and "developing circular economy"strategy are put forward is a big strategic choice on the exposal of deep administration-level problems in current economic development. Foreign trade strategy should be changed from "quantity oriented "to "benefit oriented". Quantity oriented strategy blindly stresses on the increasing quantity of exports, which causes the serious waste of resource, low benefit, the trade structure of developing countries even we have the trade volume of developed countries and the main target of other countries'trade restriction. Enterprise mechanism should play a main body role. As the main body ofmarket economy, enterprises should implement clean producing completely, develop environment-protecting products, carry out Green Product Strategy and Green Marking Strategy, establish environmental accounting system, attach importance to environmental administration system of IS014001, improve scientific, technologic and administrant level and elude overseas green barriers by investment. The non-government organizations should play a role of differentiation. The spring-up of non-government organizations is an answer to market glitch and governmental glitch puzzling people for a long time and the non-government organizations are also a great organizational and system innovation. Therefore, the non-government organizations can be the third force to cope with green barriers that can not be neglected.
