Since China joined the World Trade Organization (WTO) in 2001, the Chinese real estate market has been open to the international market gradually and hence three apparent changes in the field of real estate, which are the more intense competition, the gradual reduction of profit and the more apparent reflection of the principle of survival of the fittest, have taken place. To be able to survive in the market and develop more rapidly, the real estate corporation has to strengthen the project management based on the contract management, guarantee the realization of controlling objectives including the project cost, schedule, and quality and increase the profit and nuclear competition ability. During the process of the real estate project, the contract management involves different targets such as the owner, the project inspector, the contractor, the supplier and so on. Among these, the owner's contract management, which in a strict sense the project inspector's contract management belongs to, is the core of the whole engineering contract management and plays an important role in the whole project contract management and even success or fail of the whole project. However, although there are many studies on the contractor's contract and claim management during the process of real estate project in the domestic and foreign academic field, its simplicity is taken for granted and the according management is neglected. In fact, according to the analytical result of different contracts during the process of real estate project, there are many examples that the realistic cost is much higher than the contract cost and many contracts cause projects to be difficult to run because of the owner's non-scientific management. Therefore it has important and realistic significance to strengthen the study of the owner's contract and reclaim management. In this dissertation, the author will first give a general account of the contract management in different steps during the process of real estate project, which discusses the action of the engineering contract management in the project management and the general measure to strengthen the contract management. Then by the detailed discuss of the contents of contract management (including the general contract plan, the bidding management, the control of the contract execution and the reclaim management and so on) and the case study of 'Zhonghai Rihuitai Project', some important conclusion will be made: the owner's contract management is not only the management of a specific contract, but also that of the network structure of the whole engineering project contract; it is not only the contract management of some step, but that of the whole process, the whole position and the rich arrangement of ideas; it is not only the static text analysis of contract, but the dynamic control of contract execution by the technique of computer and network; it is not only to accept the claim of the contractor passively, but to caution and reduce the reclaim actively. Also, through the introduction of some popular contract management software such as Expedition and so on, the future use of the technique of computer and network in some fields (such as contract dynamic management, policy-supporting system, bidding on internet and purchase on internet and so on) will be described. By discussing the owner's contract and reclaim management during the process of real estate project, the author hopes that the dissertation can provide useful reference for the contract management work in the real estate corporation.
