The Study Of Eco-economic Government Basing On System Theory And Game Theory

At present,whether the developed country or the developing country, all is faced the question which the ecological environmental crises. In our country the situation of the resources shortage and the environmental pollution are more prominent. While our country population inflation and economical rapid development and one-sidedly pursued the economy rate of rise, which leads to neglect the coordination of economy and the ecology, and causes our country to have day by day the serious contradiction of ecology and the economy. Therefore for our country's economic development, it is imperative to carry on the eco-economic management. This paper in middle level that carve up a region of eco-economical system to three basic subsystems, use the system theory to explain their relations, and attempted to found the eco-economical management system design model,and pointed out that a region's eco-economic system is made up to four section: information-collection system, management-decision system, management-execute system, supervise-feedback system. Simultaneously this paper in microcosmic level divide the region's eco-economical system into three basic strengths: The government,enterprise and individual. This paper use game theory method to analysis the gambling relations between enterprise and individual, the government and the enterprise, the government and individual. On this basis, the paper pointed out the government should be in the long-term benefits angle to carry on the standard to the enterprise and individual production and the life style, and guide enterprise and individual to comply with the eco-economic request that on the production and the life, and realizes unification of the economic benefit, the social benefit and the ecological benefit.
