Report of 16th National Congress of Communist Party of China points out, we should catch the important strategic opportunity in the first 20 years of 21st century; build the well-off society in an all-round way. The object of the building the well-off society in an all-round way is a comprehensive, systemic goal that collect macroscopic, microcosmic and city, countryside and political economic culture, ecological environment and development in an all-round way. It has reflected our party adheres to the view of taking economic construction as the center, improve living standards of the people constantly, guarantee people the power to share achievement. Realize speed , structure , quality and benefit are unified , the development views of economic development and population, resource, environment minister's coordination. And work for the country prosperous and strong and working for the happy values for the people. The government carries out affairs of controlling the economy and the functions of the social public affairs concretely on behalf of the party and country as the executive organ of the state organ; it is the key to realizing this goal. Must strengthen civil servant's building of contingent, improve the quality of civil servant's team, and improve administrative efficiency. Our country has already implemented the system of public service for more than ten years, because this system is developing on the basis of traditional cadre's personnel system, there is traditional cadre's personnel system color to a great extent. There are appointing people by favoritism, such inequitable, unfair phenomena as the camera bellow operates, arranging in order of seniority in practice, have a passive impact on civil servant's building of contingent. Because of it, the article use the system theory to expound the intension of public servant's competition from structure, function and character on the basis of analyzing the necessity of constructing the public servant's competition, it puts forward five models of competition movement combining with the practice of public servant's competitive work, including employment with examination result, open selection, engagement by competing, promotion and dismissing. At the same time, the article combine the theory with practice, history with the present situation, analyze the restrictive factors that affect themovement of public servant's competition from sense psychology, ensurance system, competition form and competition scope, then puts forward four countermeasures of consummating public servant's competition according to these factors, they are building competitive atmosphere, perfecting ensurance system, widening competition scope and perfecting competition forms. The final goal of this article is to provide the experience for constructing and perfecting competition, serving for deepening our national administration reform.
