Administration is the main way of government which can manage publishing industry. Legalizing administrative management is the objective requiring and developing goal in the future. After we had joined the World Trade Organization, with the developing requesting for high level of governmental administration, it is necessary for publishing industry to put ideas of administration into macro-management in China. Facing such critical situations, we must analyze the present conditions and find a way out for future need.The present thesis is divided into four chapters.PrefaceIn this part, the author tries to analyze the reasons for using laws to adjust and consummate administration of publishing industry in China from three aspects. In the same time, the author also point out the meaning of this dissertation, present research and the problem which is settled out by this dissertation.Chapter 1: Scope of Basic Theory for Governmental Administration of Publishing industryIn this part, the author tries to combine the basic theory of administration laws with administrating management of publishing industry, which can illustrate the basic roots of administrative management of publishing industry. It includes publishing administrative jural relation , publishing administrative action, publishing administrative procedure, publishing administrative supervision, publishing administrative remedy. Having known legal concept of publishing administrative management, it provides a basis for bringing forward Legalizing administrative management of publishing industry.chapter2: Status Regulations of Administrative Management of Publishing industry in ChinaIn this part, the author emphasizes the status of administrative management of publishing industry, legislation and execution since Chinese open-up reforming. The author also concludes the achievements and demerits by using administration laws. In publishing administrative management, the author introduces the history ofpublishing administration, the present condition of law-enforcement agency, executive model and so on in China. After clearing off the legal system of publishing industry in China, the author does lots of data statistics by computation to analyze the legal system characters of publishing industry from the quality and quantity. It mostly classifies execution in publishing industry from the administrative inspection administrative handling. In the end, the author sums up the merit and shortcoming in administrative management of publishing industry which provides gist to proposition for legalizing administrative management of publishing industry.chapter3: proposition for legalizing administrative management of publishing industryThe author proposes the ideas of legalizing administrative management in the total planning and special session by integrating theory with practice after briefly analyzing the characters of administrative management of publishing industry. As far as the total planning, it proposes the direction for the legalizing administrative management from the concept, subject of administration and administrative procedure. At special session, it proposes practical measures on the basis of total planning.
