Research On The Legalization Of Suzhou Science And Technology Administrative Management In The Context Of The Science And Technology System Reform

Socialism with Chinese characteristics has entered a new era.Governing the country by law and scientific and technological innovation are mutually reinforcing and deeply integrated.In recent years,with the deepening of the reform of the science and technology system,the relationship between the administrative departments of science and technology,the market and various innovative subjects has undergone profound changes,and new requirements have been put forward for the legalization of science and technology administrative management.As the local science and technology department is the foundation of the science and technology administrative system,its legalization is related to the integration of governing the country by law and scientific and technological innovation at the local level.As an ordinary prefecture-level city,Suzhou is neither a special economic zone nor a city with independent planning status.Although its science and education resources are not outstanding,it has become one of the national science and technology innovation centers.Taking Suzhou as an example to study the legalization practices of local science and technology administration has important reference significance throughout the country.This paper starts with the theoretical research on science and technology administration and analyzes the reasons why science and technology administration should adhere to the principle of legalization.Furthermore,by analyzing the legalization of science and technology system reform,it can be concluded that the process of reforming the science and technology system is also the process of legalization and reconstruction.In light of the legalization promoted by the science and technology system reform and based on the status and shortcomings about the legalization in science and technology administrative system in Suzhou,this paper proposes the solutions and paths from the perspectives of perfecting the legal system,standardizing administrative procedures and creating a rule-by-law environment,with the aim to better promote the scientific and technological innovation in Suzhou as well as the transformation and upgrading of the local economy.
