A Study On Application Of E-Government In Agriculture

The e-Governnient is a process that the government organs use information and Internet technology to simplify, optimize, combine and recombine the government's administration and service function and then offer them on the network. The e-Government overcomes the limitation of time, space and connection of the departments in the traditional government, thus it strengthened and improved the effective supervision over and the efficiency of the business operation of government to provide the integrated administration and service of high efficiency, quality and clean for the public, enterprise and itself.With the development of the information and Internet technology at full speed since 1990's, the e-Government has already become the focus of the global concerning. Meanwhile, the development degree of the e-Government is also one of the most important factors of influencing core competitiveness of various governments. So the e-Government is developed in full effort by all governments in the world. Under this global situation, it is urgent for Chinese government to seize the opportunity to advance e-Government construction in more cost-effective manner so as to reinvent government's image and improve government's administrative efficiency and quality.China is the large agriculture country, but its agriculture production is in the inferior position in the international competition due to lots of unfavorable reasons such as the magnitude and the geographical dispersion of rural population, small area of cultivated land per capita, the low productiveness and the weakness of the ability to resist risk. At present, Chinese agriculture is in the period of transformation the traditional agriculture pattern into the modern one, which urgently require the service department of agricultural production to offer prompt guiding information and high-efficient service. The infrastructure of the rural communication is weak in our country, however, and the administrative department began to provide information for agriculture only in some field, all of which resulted in the existing big difference in agriculture e-Government between the developed and China. In the view of this, our government has to develop energetically the agriculture e-Government in order to promote the high-efficient lasting development of agricultural production.This paper adopted the method of combining theoretical research with practice. At first, concept, characteristics, significance, content and development course of e-Government was summarized, then the following aspects were discussed such as necessity, principle, tactics, scheme of building the agriculture e-Government by combining the characteristics of agriculture and agricultural management in our country. The current situation, existing problem and development countermeasure or developing agricultural e-Government in our country was also analyzed. Finally, according to the author's work experience and working environment, some researches were made on the application of e-Government in the agriculture system, that is, in the plant protection field, and some original opinions were raised on how to improve efficiency of management and competence of serving peasant.
