Study On Compensation To The Enterprises Inundated By The Xiaolangdi Project

The resettlement project is the important component of the hydropower project construction, and the arrangement of inundated enterprises is an important part of the resettlement project. To scientifically determine the compensation cost for these inundated enterprises is the precondition and the basis for arranging these inundated enterprises.Xiaolangdi Multipurpose Dam Project on the Yellow River is the extra large sized hydropower project with enormous multi-benefits, and is one of the key projects in "the Eighth Five-year Plan". There are 787 enterprises being affected by reservoir inundation and their conditions were complicated. At present, our country has not the standardized method to determine compensation cost, so to actually determine the compensation amounts for these enterprises was the difficulty and focus during arranging them.By use of asset evaluation theory, and on the basis of actual conditions of Xiaolangdi reservoir inundated enterprises, the paper systematically studies the reasonably determining the compensation for inundated enterprises in the socialist market economy on the basis of the state-issued policy, resettlement specifications and requirements, and indicates that the typical calculation and comprehensive analysis methods can be used as the basic methods for calculating inundated enterprises' compensation, and also makes the calculations correspondingly. This paper is practicable and will provide the scientific reference for other reservoir inundated enterprises' arrangement, and makes a deep and beneficial search in dealing with such problem.Firstly, to introduce the background and importance of selecting the topic, makes introduction on Xiaolangdi inundated enterprises, analyses the features of inundated enterprises, problems existing in inundation compensation, specifies the realistic importance, thought and method as well as the innovative ideas of studying technologies.Secondly, assets Checking is the basis of inundated enterprise compensation. Due to large number of inundated enterprises and limited time for assets checking, the paper studies the theory and procedures of inundated enterprises'assets checking, respectively indicates the checking methods for various assets, and these methods are practicable and can meet the time requirement for resettlement work, but also ensure the precision.On the basis of above contents, thesis includes the method of inundated enterprises' compensation calculation. It studies how to analyze and calculate the values of various compensated assets of inundated enterprises with the evaluation as the basis and by use of typical calculation and comprehensive analysis methods including determination of unit price and the rate of becoming the new. It is summarized that the thesis puts forward theory and measure by exploring and perfecting the asset evaluation theory and measures, which can not only provide the scientific reference for other reservoir inundated enterprises' arrangement but also is a references for common assets evaluation.
