The problem of the immigration’s production and living recovery restricts theprocess of the development of hydropower resources in our country and the economicbenefits improvement of the hydropower construction projects. The significant issue,thathow to help the immigration recover their living standards as soon as possible, make theimmigration get rid of poverty,and sustainable development is needed to be settled. Basedon the theory of Amartya Sen’s living standards and migration theory of cost and benefit,this study takes a in-depth analysis of reservoir resettlement compensation scope and thecompensation standard under the principle of ensuring the immigration’s living standardsnot falling, and builds reservoir resettlement compensation standard based on the theoryof cost and benefit, which is instructive and meaningful for estimating the immigrationlosses, introducing compensation policy and helping the resettlement work carried outsmoothly.First of all, based on Amartya Sen’s definition of living standards, this study definesthe living standard of reservoir immigration, selects the measurement indexs to assess theimmigrantion’s living standards and finally determines the reservoir resettlementcompensation scope. This study found that the measurement indexs for assessingreservoir immigration’s living standard selected by the existing literature can notcompletely match the immigrantion’s real living conditions, while the economic capacityof reservoir immigration could mostly and directly reflect their living standards. And thecurrent "filling loss" compensation method were far from the compensation principleaiming to reconstruct and recover immigration’s production and living syandard.Second, according to the migration theory of cost and benefit, based on onlyconsidering the costs and benefits that can be measured by money, namely theexpenditure and income, this study analyzes the immigration’s income and expenditurestructure under three resettlement ways including agricultural resettlement,non-agricultural resettlement and multiple occupations resettlement, proposes calculatingmethod for each part, and finally gained the calculation method of estimating theimmigrant family’s economic capacity after the resettlement under different resettlementways Then, this study selects per capita annual net income as the measurement index toassess the immigrantion’s living standard.Then, From the perspective of qualitativeanalysis, this study perfects the dynamic development curve of the immigration’s livingstandards after the resettlementon, and finally obtained reservoir resettlementcompensation standard and calculation method through the comparing with predictingliving standard that the immigration would have. This study thought that per capita annualnet income could mostly reflect the economic capacity of reservoir immigration, andfound that the immigration’s living standard will present different trends under differentcompensation levels.Finally, taking the example of living recovery of part of the immigration of Xi luoduhydropower constructing project, the reservoir resettlement compensation standard andits calculation method is verified. Calculation result shows that: under the currentcompensation policy, the immigration can basicly recover their living standards in theresettlement place after a few years; However, in order to garantee the immigration’sliving standards will not lead to a short-term sharp decline due to resettlement, the currentcompensation is still inadequate and more production and living compensation is neededfor the sake of helping the immigration’s living standards recover and exceed that theimmigration would have as soon as possible.
