As "grass-rooted democracy" The Villagers' Autonomy System has important value to the china's political development. Though it has invincible developmental limits because of its' puniness and roughness. It is foundation of our country's construction of democracy. On the other hand, as one important part of china's democratic practices, the villagers' self-government is also one kind of rural organizations to governance their own matter. It influences villagers' life, either good or bad.This artic mainly analyzed the functions of The Villagers' Committee. Its' analysis began from the analysis of the functions what are prescribed by the system and the functions what are practiced. Then analyzed why these functions are not consistent. It has found the relationship of the functions and the social character of the village. Then analyzed the policy of ever-reducing agricultural tax. This policy not only offered system space but also performed higher claim to the functions of villagers' committee to converse to "own-service". Then analyzed the conditions of this conversion. And according to the conditions performed some advices.
