Research On The Interactive Relationship Between The Villagers And The Village Committee

Rural reform and innovation are the highlight in No.1 file of the central government. It is all about enhancing the vitality of the development in rural area, deepening the rural reform and further regulating the responsibilities of village committee and the management procedure for village business decision-making. The rural area is both the key and difficulty in constructing harmonious society. In the premise of gradual deepening and developing of villager autonomy system in China and the gradual improving of democratic level, the quality of villagers are continuously improved. At the same time, they are more willing to participate in the management of village affairs and the governance in village is manifested as a state that people of different folks of life take in the governance process for cooperative governance. However, the problem that the governance structure is not scientific enough also exits. The root of the problem lies in the governance subjects whose position is misled; As China is a traditional agricultural country, the harmonious governance in the rural area is closely related to the stability and integrity of the whole society. If the governance in rural area is not modernized, the modernization target of the ability of national governance as well as the system will become a empty talk. Actually, the good governance in the rural area is the practice of national modernized governance while in the process of rural governance, the key foothold of good governance in the rural area is in villagers and village committee. As the villager autonomy system is implemented in China, the villagers and village committee must form a positive relationship of interaction if the autonomous system is to realized and implemented.In order to facilitate the formation of positive relationship of interaction between villagers and village committee and realize the good governance in rural area by positive interaction, the paper introduces the topic basis, research methods and possible innovations; at the same time, it also elaborates some relevant concepts of interaction and positive interaction with theoretical basis, policy basis and practical basis being analyzed as well. Additionally, the interaction relationship between villagers and village committee is classified as cooperative relation, relationship of compulsion and obey and conflict relation. The status quo and the existing problems of interaction between villagers and village committee are analyzed by adopting classic case analysis and referring to the questionnaire survey data. At the same time, the factors that hinder interaction between them are also discussed from the perspectives of cooperative relation, relationship of compulsion and obey and conflict relation. The factors mainly include the mutual factor between villagers and village committee, the factor of villagers and the factor of village committee; on such basis, the paper put forward the suggestions for realizing the positive interaction between villagers and village committee which are respectively are clarifying the responsibility of the subject, straightening out the interests relationship, establishing legalized society, improving legal system, creating good atmosphere, building interactive platform, enhancing the governance ability of the village cadre and cultivating the democratic consciousness of the villagers and so on.
