| Villager autonomy is a democratic system in which rural residents independently manage their villages according the law. It is an important form of the socialist political system with Chinese characteristics and as an effective way to exercise the grass-roots management in rural areas under the new circumstance, it best reflects such principles and features as autonomy to common people directs democracy universal equity . Village autonomy is not only a development of socialist theories on autonomy but also an innovation to the socialist system of autonomy; moreover it is an historic breakthrough in Chinese traditional practice of village management. Since the end of the eighties of last century, villager autonomy has pushed away progressively in the countryside of China, and made enormous achievement.With more and more attention being paid to villagers' autonomy, the relationship between village Party branch and village committee is raising increasing concern and puzzlement for researchers from both theoretical and practical fields. Under villager autonomy , how should party branch and village committee operate , while guaranteeing leading nucleus function of party branch effectively, and ensuring village committee to play full functions? It is one theoretical and realistic problem to be solved urgently.Based On system regulations and practical situations, this paper narrates the history of village Party branch and Village committee; analyses the current operation situation of the"two committees", and points out the existing problems and reasons why producing contradictions. At the same time, it summarizes and analyses several kinds of governing modes that solve the operation contradiction of"two committees". Finally, this paper tries to find out what kind of operation mode of"two committees" to set up and how to set up this mode under the autonomy, in a hope to benefit the research on this issue.
