Land registration is a land administrant regulation. According to the law, the country register the status of land right and changes in the special volume, in order to protect the owner's legal rights, and strengthen the government's land management effectively. In China the 69th item of 《The land registration regulation》 stipulated: Land users and owners who have not apply for the initial registration of land comply with the regulations on schedule will be punished as illegal occupation; And who have not apply for change of land registration in accordance with the regulations timely will be punished as illegal occupation, depending on the seriousness of reported to the people's governments, and will be cancelled the land registration and land certificate. As a core of land management, land registration is in a very important position. There are three main functions of our modern land system. First, recognize and protect the ownership of land, safeguard the legitimate benefits of land owner ;Second, reduce the transaction costs, and ensure the land transaction safely and safeguard the land transaction order; Third, clear up cadastre, achieve the land administration's modernization and improve land using efficiency. Land registration system play a significant role in accordance property right relationship, the settlement of ownership dispute, regulate market behavior, and avoid wastage of national land revenue. But the establishment of our modern land registration system is short, there are still shortages in legislation and practice, protection of land property rights is not enough. Such as, in the process of system reform of state enterprises, the irregularities of land amendment registration result in losses of state assets and after land mortgages the land still remise in the " idle operate ".
