The Action Of The Socialism Nomocracy On The Construction Of The Harmonious Society

The CCP puts forward the construction of the harmonious society on the fourth plenary meeting of the 16th congress of the CCP. In the report of the 15th congress, the CCP has put forward managing state affairs according to the law and building the socialism nomocracy. Both the construction of the socialism harmonious society and the socialism nomocracy are the essential requests of the socialism .Both have immanent relations--- the harmonious society is a nomocracy society ,the harmonious society is the aim of the socialism nomocracy and the construction of the harmonious society cannot operate without nomocracy which is the approach and mode of realizing the harmonious society.Firstly, the value of the law and the harmonious society have common character .Both are of equity, justice, efficiency and order, etc. Nomocracy embodiments and promotes the formation of the value of the law, that is, the value of the harmonious society.Again, the harmonious society comes into being through the conformity of a series of systems which cannot realize without legislation, executing the law, the judicature and law supervisor.Lastly, the harmonious society has contradiction and conflict, too. The leading of the contradiction and conflict operates just through the relief of the law .In a word, this report discusses the relation of the construction of the harmonious society and the value, function, circulation and belief of the socialism law .In particular, it expounds the important effect on the construction of the harmonious society.
