"9 ·11" terrorist attacks taught an extremely painful lesson to the United States of America. As a result, the Bush government had to rethink and formulate its national security strategy. The United States of America now regards the international terrorism as a major threat. And anti-terrorism becomes the most important task of the American foreign policy. This thesis intends to make a systematic and comprehensive analysis on the formation, contents and characteristics of the American anti-terrorism policy after "9 · 11" terrorist attacks, as well as the predicament it has to confront.First of all, the thesis will analyze the background under which the United States of America regards the international terrorism as the main threat. It considers that there has been some changes on international terrorism after "9 · 11": The scope of international terrorism activities become globalization, the use of high-tech makes it hard to guard against, as well as terrorism activities in forms of religious and racial elements appear on the stage. The huge impacts bought by "9 · 11" terrorist attacks made the United States of America ponders over its security environment, and regards terrorism and weapons of mass destruction as the major threat. Therefore, anti-terrorism becomes the most important task of American foreign policy.Secondly, this thesis elaborates the main contents and characteristics of the American anti-terrorism policy after "9 · 11". The main contents includes: strengthening national security;anti-proliferation of weapons of mass destruction;the military attack terrorism;facilitating democratization process in the mid-east, organizing international anti-terrorisms alliance and so on. The characteristics of the policy of American anti-terrorism perform as the followings: with the strong color of unilateralism, the combativeness in strategy, the seepage of ideology and so on.Thirdly, the thesis makes an analysis on the predicament America faces in its anti-terrorism policy, which can be concluded as: the dual standards it adopts in the policy, the hegemonism as well as the unilateral scheme. These directly weaken its actual effects.Finally, this thesis holds that in order to effectively attack terrorism, the United States of America must be sober-minded to recognize the definition of terrorism, and recognize the leading role of the United Nations, rather than adopts an "eye for eye" attack.
