Administrative resources are the prerequisite basis of a ruling party. As national and international circumstances evolve, political parties around the world have changed greatly. Some traditional ruling parties are losing their powers partially due to the fact they fail to retain their administrative resources. The CPC have obtained and developed ample administrative resources since it came to power. However the harsh national and international conditions impose new challenges to the Party's administrative resources management. These problems affect the Party's governing efficiencies and abilities.The 4th Central Committee of the 16th NPC advocated the need to improve our party's governing abilities. Hu Jintao proposed to strengthen the governing abilities from seven aspects, one of which is to improve the managements of the administrative resources. Within current domestic and international circumstances it is critical and of great value to strengthen the construction of administrative resources and to solve the new problems arising from it.In this paper we first summarize current research on administrative resources based on extensive literature review. We define the connotations and features of administrative resources and point out in detail their necessity and importance for the building of the Party. We describe administrative resources with respect to the origin of its legitimacy and its structures. We analyze problems of the administrative resources and suggest vital solutions. We believe that it is a long-term task for the thrive of the Party. It needs to be dealt with via both practice and theocratic research approaches. From practice, we should gain important experimental insights and accumulate precious experiences, based on which we will be able to develop political models and theories that can facilitate policy-making. Our contribution of this paper is to help our party to utilize administrative resources more effectively and improve its governing ability and solidifies its leadership position in China's political system.
