Study On Administrative Resources Operation

In the21st century, because of the more and more sharp contradiction between increasingly expansion of public demand and scare public resources, the pressing problem needs to be resolved is how to maximize the public interest in the premise of lack public resources. This thesis, based on the analysis perspective of resources network and combination, mainly researches administrative resources operation by using of the standard analytical method, the literature methodology, the interdisciplinary research, etc. Chapter One is introduction, which mainly answers three questions:Why does research administrative resources operation? How height did the present research reach? How to research? Chapter Two presents the basic concept and related theories. Chapter Three describes main process of the whole administrative resources based on the analysis perspective of resources network and combination. Chapter Four analyzes problems frequently appeared in the process of operation, and discusses the main reason in the resources network and combination perspective. Chapter Five, which on the basis of public administrative goal oriented principle, public benefit maximization principle, systematic principle, strategic principle of the resources operation, proposes specific measures in the process of optimizing administrative resources network and combination. At last, as the summary of the full text, the author puts forward an appeal:"perfect administrative resources science, promote public administrative development".
