The Study Of Quality Of China's Local Economic Legislation

Since the eleventh third commission of Communist Party and the second meeting of the fifth National People Congresses of China , China' s local economic legislation has begun a new epoch.In this process, China' s local economic legislation has been making glories development under the outside and the inside environment especially the establishment of socialist economic system.. China' s local economic legislation not only becoming the necessary importance part of system of Chinese socialist market economy laws ,but also pushing the development of local economy as well as the society benefiting from its special leading .moderating and guaranteeing function relate to local economic activities .in recent years, on the basis of western development and regional economy progress .relevant legislative branch has accelerated process of local economic legislation.The local achievement of economic legislation is obvious and leaves no room for doubt of .But because it is still a new legislate realm ,there many problems from the manuscript of regulations put forward to the terminal reflect gradually present out especially the quality of local economic legislation .Therefore, in this article , we try to discuss on how to promote the quality of local economic legislation through its basic theories and quality standards by the way of theory analysis combined with practical elucidation .we hope that we could do a little to the development of China' s local economic legislation.This text totally is divided into six parts:The first part is on basic theories concerning concept ,characteristic, principle and forms of China' s local economic legislation.The second part is essentials of quality of legislation,including meaning and effection of legislation .The third part is concerning some quality problems that China' s local economic legislationExists .these problems involve unbalance of supplies and demands ,lacks in new ideas of theories of China' s local economic legislation , etc .The fourth part is causes of deficienties of China' s local economic legislation .from systemof supply , assign of resourse of law, technology of legislation , the corpus of legislation , procedure of legislation, etc .The fifth part is measures on how to resolve quality problems .promoting the quality of China' s local economic legislation is trying to innovate the idea of legislation , thinking of legislation ,system of legislation , technology of legislation , to make modernization of China' s local economic legislation.The sixth part is system of evaluation of quality of China' s local economic legislation. The standard of quality of China' s local economic legislation is a lot of aims of value , this paper trying to set up system of evaluation of quality of China' s local economic legislation from six aspects.
