Quality is life of products. Being special merchants, weapon equipment have stricter demand with quality. And the competition in the quality of products also depends on the level of quality management of enterprises. There are many defense enterprises, who have passed through Quality System Assurance of GJB9001A-2001 and Counterpart Assurance. But these enterprises need some advanced evaluation methods to find their quality problems in order to plan and implement continuous quality improvement. This paper analyzed some international famous quality management models and Quality Management System of GJB9001A of 2001 edition.Through investigating and discussing with the manufacture enterprises, the structures and elements of the total quality evaluation system are designed. The theory and process to make quality improvement constantly are discussed. This paper use the quality evaluation system to make a quantitive valuation on the quality management of an enterprise in Pudong, Shanghai, which helps the enterprise to find its existing disadvantages & weakness in its quality management system ,make corresponding improvements and effectively improve its ability on the quality management.
