Research On Institution Of Managerial Pattern On The Youth Issues By The Shanghai Municipal Government On New Century

The youth are the hope of a state and the nation, and the future is on those who win the youth. The youth are the power source of the future, and that of the reality. The youth are not only the power of carrying on the causes of a nation but that of revolution. The youth are not only the future of the whole nation but that of the ruling party of China. The communist party of China and its government have been caring about the youth as always, and so has the Shanghai municipal government, both creating healthy environment for them.To reinforce the ruling power of the party and the youth foundation of it, we must exert fully the strength of the communist party, take advantage of organizational variety in regime and of the relocation of resources, and improve the management competency of government over youth issues. The article, eliciting reference from foreign experience and research results, attempts to make detailed analysis on the management of youth issues by the government, trying to make up for more research results in this area.The article presents suggestions on the management pattern, organizational frame and function design over the management of youth issues by the government via discussion of building up managerial institution over youth issues by the Shanghai municipal government, aiming to give some rational on its improvement and further development.The article is composed of four chapters. The introduction gives definitions of some terms, namely, that of youth, management pattern, youth issues, and management of youth issues by the government, etc., generalizing the global youth issue and its research feature and putting forward research method, purpose, significance and frame. The second chapter discusses the state quo and managerial pattern of Shanghai municipal government over youth issues, elaborates its framework, state quo, and the challenges which it is facing, while presenting suggestive pattern institution of Shanghai municipal government. The third chapter defines optimized managerial pattern on youth issues by the government, analyzes its function,and presents the pattern. The fourth chapter expounds the main functions of the optimized pattern, presents experience borrowed from foreigners, depicts prospective optimization of the pattern, and attempts to put forward constructive suggestions that could direct the practical work.
