After the Anti-Japanese war broke out, Shanghai, the economic and cultural centre of China, fell to the Japanese Army. Japanese Army, in their attempts to maintain colonial rule in Shanghai, made full use of the resources and fetched up Dadao Government, Government Office and Shanghai Special Municipal Government respectively, which brought tremendous disaster in a long time. This thesis makes a detailed study of the Shanghai Special Municipal Government from January, 1945 to August, 1945, during which Zhou Fuhai was the mayor. The thesis makes use of materials on Shanghai Special Municipal Government from Shanghai Archives, and some old newspapers and magazines, to introduce the Shanghai Special Municipal Government.Shanghai Special Municipal Government was the last period of Japanese puppet Shanghai government. Zhou Fuhai served as mayor on Jan 15th, 1945 until the Anti-Japanese war ended. The thesis researched several sides of the government as follows: the political domination; military and policy; economic policy; enslaved education,and the traitors s final fate. By collecting the historic materials to finish research, we can make up a whole part of the blank space in academic historical circles.
