Nowadays, Non-Government Organization (NGO) is one of the most important social organizations, whose rapid development is regarded as one of the most vivid characters of modern social. Acting as the bridge and ligament between the market and the government, NGO represents different hierarchy and population's benefits, resolves the questions of out of control of the market and the government, becomes The Third Department besides the market and the government. Representing the nongovernmental benefits, seeking establishing civic order and maintaining social equity, NGO has important status and its position and mode of operation are not only different from the function of social management of the government, but also different from the coming to time of social service. No matter what kinds of the NGO, they all devote themselves to improving social government, social service and social supervise. Providing innovative flexible social service, helping the weak colony, resolving social questions, enhancing social harmony, NGOs help achieve social control and social stability. Because of its social organization's innovativeness, NGO perfects the old social systems and becomes an important social strength in nowadays' society.Combining the research approach of figures interviewing and field survey, this essay studies 30 youth NGOs in Shanghai, who running for a long time, forming their scope, having the representativeness and influence, and most of whom represent youth faddish culture. On the base of this, this essay studies the Shanghai NGOs' status of development, the characters and functions, the existent barriers and so on. Then this essay tries to find out the co-exist questions and the resolving methods in order to lead the youth NGOs to develop in the accurate and smooth way, to promote the socialism harmony.There are five parts in this article: in the first part, the writer reviews the background of NGO, analyzes the significance of the establishment. Summarizing the referenced articles, essays and documents, this part helps to form this article's framework. The second part summarizes the definition, the history and the current development situation of the NGO in China to give the reader a monolithic idea. The third part studies 30 representative Shanghai Youth NGOs to analysis the development of Shanghai NGOs. This part uses the research approach of figures interviewing and field survey to launch the researching work. The means of documents researching, comparative studying, case studying, system analyzing are followed to analyze and illustrate the condition of management, the state of the organizational leaders, the social participant situation of the Shanghai Youth NGOs. The fourth part is written on the base of the 30 Youth NGOs' research. Here summaries the functions and barriers of Shanghai Youth NGOs. The last part looks into the future of Shanghai NGOs. And on the base of the whole analysis of this essay, the writer gives some operable suggestions.
