The Shanghai Municipal Government Promotes The Formulation And Implementation Of SME Development Policies

In the process of economic development and government policy plays a role in macroeconomic regulation and control,extent determines the development of market economy,especially the development of small and medium-sized enterprises can not be separated from the local government's policy guidance and support.Small and medium-sized enterprises have a unique role in the development of the market economy,but in recent years,with the increasingly fierce market competition,the status of small and medium enterprises is gradually reduced,the existing problems are more and more obvious.The overall situation of SMEs in Shanghai is also roughly the case.In this paper,the use of public policy theory,using case analysis,comparative study and other methods of Shanghai city government to support the development of small and medium enterprises in the development of policy and implementation issues are analyzed and discussed.This paper argues that the Shanghai city government enacted in the fiscal,taxation,and financial support for SME development policy after the implementation of the achieved some positive effects,but in the policy implementation process also has obvious shortcomings: policy has not fully implemented,relevant policy fails to form a cohesive force,enjoy policy process is cumbersome.The reasons for these problems are: the government's existing economic support policies and the actual demand is not fully match,grassroots government policy implementation is not strong,the lack of strict implementation of performance appraisal system.Japanese local government to promote the development of small and medium-sized enterprises,formulate and implement a series of effective policies,notably Shanghai experience: policy reasonable and establish organization system of policy implementation,policy implementation aspects of high level of quality,strict policy implementation of the performance appraisal system.In view of this,to improve the Shanghai city government to promote the development of small and medium enterprises in the development of economic policy and implementation of the work should be considered to take the following measures: first of all,should form a sound policy system.To this end,the implementation details of the relevant policies should be formulated to try to eliminate barriers between policies.Secondly,we should focus on improving the rationality and effectiveness of the policy.Therefore,should the implementation of the classification of government support policies,funds should be two pronged support policies and policy based service.Again,should improve the organization system of the implementation of the policy.To this end,to adjust and enrich the policy implementation of the development of SMEs to support the implementation of the Department,to give full play to the unique role of the SME industry association.Finally,we should effectively improve the policy service awareness and policy implementation capacity of government departments staff.Therefore,government departments should firmly establish the concept of service,according to industry characteristics of small and medium-sized enterprises provide positive policy service,strengthen the informatization construction of the policy system,the implementation of strict examination system to perform their duties.
