| Presently, along with economic restructuring and the fast advancement of social structure reforming, the problem of the vulnerable group has become an unneglectable issue in our social life in China, and the social protection for the vulnerable group also becomes a important factor which influences social stability. The country has put a lot of efforts on the protection work and obtained the very great achievements, however, the situation is still stern, it also needs the social strength to take the measures to alleviate this problem. Among them, the appearance and the involvement of the non- governmental organizations will certainly enable NGO play a more and more important role and become another important strength to aid the vulnerable group.Firstly, this paper embarks from the present situation of the vulnerable group and the state's aid, defines the vulnerable group and introduces the constitutes of it, analyses the reason why the special group exists and the bad effects on the society due to the problem, and describes the present situation of the state's aid to the group.Secondly, the paper starts from the definition and constitutes of the NGOs, illustrates several actual proverbial theories about the NGOs in the western world, and discusses the limitation of the state's aid and the advantages of the NGOs in China.Lastly, this paper advocates we should pay attention to the important role of the NGOs in aiding the vulnerable group, and proposes the concrete suggestions.From the reality of the nation, although there are many problems of NGOs, such as bureaucracy, low efficiency, without innovation, no transparency, and so on, the reality that the NGOs have lunched kinds of activities in the social field has proved that the NGOs have strong life and battle effectiveness, and with the exploration they can ceaselessly go forward in the practice. The NGOs which are non-profitable, good for the public, voluntary will definitely play a great role in the aid career.
