Since "9-11" event, international terrorism runs rampant day by day. It seriously damages international peace and security, and has brought a serious threat to the fundamental interests of all humanity. The international community carries on anti-terrorism struggle actively, and takes firm measures against terrorism, of which using force by some countries like U.S.A. and Russia is prominent.All the time, the state sovereignty principle is the foundation stone in international law, but the practice of armed anti-terrorism causes great impact on it. How to realize the relationship between them? What challenge armed anti-terrorism will bring to the state sovereignty principle? Whether international law will get new development with change of the international situation? There are many important problems the international law field facing.This thesis firstly analyses the relationship between the state sovereignty principle and armed anti-terrorism on the macroscopicis, then making a deeper discussioncombining the two "key elements" of state sovereignty------right of independence andself-government and right of self-defence. At last, the author gives several suggestions on how to make anti-terrorism behavior more legitimate, and analyses the current Chinese situation and issues in this respect.Chapter One outlines the definition and characteristics of international terrorism, and briefs the anti-terrorism struggle of international community.Chapter Two mainly discusses the relationship between the state sovereignty principle and armed anti-terrorism, on the basis of analysing the state sovereignty principle in an all-round way.Chapter Three and Chapter Four separately analyses the influence and impact produced by armed anti-terrorism to the two "key elements" of state sovereignty, one is right of independence and self-government, the other is right of self-defence, and has put forward the possible developing direction of international law on these questions.Chapter Five presents some suggestions for fighting terrorism, then puts forward several countermeasures to the terrorism our nation faces, combining Chinese policy and practice of anti-terrorism. Finally, the author gives an outlook for the prospect of Chinese participation in the international anti-terrorism system.
