Constitutionalism, as well as constitution, of its modern meaning, originated from the western culture, and it results from western civilization revolution. It has been proved by the practice of constitutional movement around the world that, only the establishment of constitutional systems can't make the success of constitutional movement in a country. Constitutional culture means the soil for the existence and development of constitutionalism in a country.Constitutional movement began in China about a century ago, but it underwent an arduous course. Until now, constitutionalism has still been the dream of Chinese people. Lack of constitutional culture as the social basis is one of the main reasons for the bumpy fate of Chinese constitutionalism. Thus, through probing the culture resource of western constitutionalism and reflecting the developing course of Chinese constitutional culture, we believe the pluralistic culture, which is based on Chinese traditional culture, but absorbs the western constitutional concepts, will be the future of Chinese constitutional culture.
