Electronic government' s sports that western developed country pursued in 1990s come from various administrative reform need. Its purpose is to improve its own structure function and the behaviors of administrative personnel to seek the dynamic equilibrium among administrative system and relevant environments with the support from information revolution,, The electronic government is the key mode of government' s management in information society , the electronic government based on the application of technical information has already been recognized as a most effective way to improve public management by international community.Regarding government' s organization as a ecosystem influenced by society , economy , cultural environment is a new development of government' s organization theory in recent years. It has been proved that a country's development degree of public management is related to its citizen , enterprise and government's own demando In the course of electronic government' s construction, the economy aid from government and enterprise , the citizen' s participation, perfect infrastructure construction and website construction all have played great impetus. China should accelerate the construction process of the electronic government as it joins WTOo The function of administrative ecology to electronic government' s development has been stressed from analysing the developed country's successful experience in economic development, commucative network , social element , government' s management respects. China should build the electronic government with Chinese characteristics by referencing foreign advanced experience , based on the national conditions.
