Considering Establishment Of Service Government In China From The Administrative Ecology Angle

A trend of administration reform which is charactered and contented by the decline of government functions and the price regression beginning in the 1970s, accompanied by the new public management activity in the background, pointed out that the service administration is the direction of the administration reform in governments and establishing a model of the service government is the reasonable and inevitable choice. In that case, using the theories and methods of administrative ecology to analyze the establishment of our service government is not only the requirements of the essence of our administrant management and the realization of government management, but also the inevitable result of research on establishing our service government systematically,roundly and scientifically.While in the process of writing, the author analyses every complication of establishing a service government from a dynamic angle and by the theories and methods of administrative ecology, which deviates the former category of government reform. It defines macroscopical administrative ecology and microscopical administrative ecology's intension of a service government establishment by the model of society administrant system and government administrant system, confirms the government administrant environment at present by macroscopical administrative ecology's view based on the methodology of administrative ecology, and then analyses the government's ecological niche and clears off the relations among government,society,market,enterprises and citizens to establish a severed government, after that the author analyses the manufacture,consume and disaggrega-tire function of the government administrant system to establish a service government in the view of microscopical administrative ecology.
