With the development of world economy and trades, the alienspecies invades to China day by day. It has already threatened the bio-diversity andecological environment of our country and it has caused the enormous cost of ecologyin the certain areas of China. The ecological cost is the disappearance of local speciesand ecological scene. The economic cost is heavy loss and agriculture, forestry,animal husbandry and fishery and high price to recover the environment. The alienspecies can invade to our motherland through natural media and it can also beintroduced by people. The human factor is the main reason for the introduction ofalien species. This factor includes the blindless introduction of the alien species by theeconomic benefits, lack of the risk assess for the introduction of alien species and thelack of the complete supervision and management system.The harmonious ecological environment is the panhuman common wealth, it isthe foundations of the human society and economic sustainable development of theindustry. After our country joins WTO, closer to the economic association of thecountries all over the world, the quantity and speed that the outside species invadeswill increase by a large margin . Prevent and control the outside species and isnowadays invaded and already in the ecological environmental protection of ourcountry , the great research fields of agricultural production and sustainabledevelopment become. The legislation which our country invades to the outsidespecies stipulates and the supervision and management system is not complete at thepresent stage. So the research purpose of this text lies in mainly the actual conditionsinvaded from the outside species of our country set out, invading and defending andcontrolling degree and carrying on in-depth analysis to the outside species of ourcountry, it is insufficient to review among them, use the advanced experience ofmanagement that U.S.A. and Australia invade to the outside species for reference,contrast relevant international conventions, remedy legislative loophole , devote moreefforts to enforcing the law, set up complete outside species and invade and defendcontrolling degree. This text tell us that our country should regard scientificdevelopment view as guidelines , in order to maintain the ecological balance, ensurethe ecological security, promote the developing into the guidelines sustainabillity ofthe society, make preventing the outside species from invading the law of managing ,clear up the existing law related to preventing and curing the outside species to invadeat the same time , revise completely, increase and take precautions against the contentthat the outside species invades. Meanwhile, our country should also set up unifiedcoordination management organization , improve every comprehensive managementsystem, strengthen international cooperation, promote the citizen's participation ,promote the sustainable development of the society of our country.
