This dissertation studies deeply the problems of controlling corruption in periodof transformation by the means of masses participation. Through analyzing the causesof corruption in period of transformation and studying the theoretic bases, thetheoretic value and the practical value of masses participation in controllingcorruption, this dissertation aims at proposing some plans of masses participation incontrolling corruption.The research in this dissertation is guided by the theory of public management,and the corruption phenomena existing widely in the world are taken as resources.Based on the description and the causes analyzing of corruption phenomena, andaimed at the study of the ways of controlling corruption, this dissertation uses fullythe methods of public management to do deeper and deeper research. In the currentenvironment that anti-corruption is enforcing continuously, the research of expandingthe ways of masses participation in controlling corruption is no doubt of greatimportant significance in theoretical and practical aspects.There are six parts in this dissertation.The first one is the introduction, which includes the background, significanceand methods of the research in this dissertation.The second part is the general outline of corruption. It mainly summarizes thedefinition and the basic forms of corruption. The features of corruption crime in theperiod of transformation in China, the degree and the harm of corruption are alsosummarized.The third part is about the measurement of current corruption situation and theconsequence estimation of corruption. In this part, the measurement methods ofcurrent corruption situation are firstly summarized. Then, the current situation ofcorruption is measured by using objective and subjective ways respectively. In theend, the consequences of corruption in China are estimated.The forth part is about the analysis of corruption causes in the period oftransformation in China. In this part, the causes of corruption are analyzed frommacroscopic and microcosmic angles.The fifth part is about the theoretic bases, the theoretic value and the practicalvalue of masses participation in controlling corruption.The sixth part is about the analysis of the current existing problems and the plansof masses participation in controlling corruption. In this part, the existing problems ofmasses participation in controlling corruption are firstly analyzed. On this base, theplans of masses participation in controlling corruption are suggested.
