Social law is based on the need of the development of economy, society and ecology, when the government tries to solve a series of problems caused by market and industrialization by supervising private economy. As a newly developed theory and lawmaking practice, social law is Problem-oriented instead of Action-oriented, to re-consider and re-assemble the current institutions. Corruption often undermines the prosperity and development of sports industry, which is proved by the criminal behaviors in sport professionalism. The sports administrative departments and judicatory departments of different countries have to solve kinds of events of bribes and corruptions, especially in the countries and areas that the power of legal system is comparatively feeble and corrupt problem is severe. Around the world, the sport has its own regulation system. However, the black whistle in China has done a lot with the criminals of aggregative smuggling and gambling, which cause serious social problems. The sport regulation system has to cooperate with judicatory system. The existence of black whistle in China respectively respects not only the problem of the sports governance after the market-oriented reform on sport industry, but also the cooperation of judicatory system with collective regulations of multi-behalf in the society. This dissertation has six parts in three hierarchies: empirically reviewed the cause of formation of black whistle and the process of in justice, compared the governmental regulation in different countries of different legal tradition, constructively discussed the conflict of sport regulation and governmental regulation, and proposed a renovation of the legal regulation over the society.
