It is proved that specification of its responsibility is connected with quality of realty management and owner's benefit. Herein the important of house-owners committee in the managements of real estate, house-owners committee as the standing organization should has the power of autonomy. So it is important to definitude the legal status of autonomy organization﹑the relation between the convention of house-owners and the committee﹑ the relation between the house-owners committee and resident committee . This dissertation refers to the legal status of house-owners committee and the content of power of autonomy of it. Meanwhile this dissertation discusses the actual state of the committee and analyzes the causation. In addition this dissertation refers to the limitation to the power of autonomy of house. This article is composed five sections in order to study the issueThe first charter is about the validity and. rationality of house-owner committee. Validity is the basis of study and rationality is the key of study. Then the author designs the system of house-owners committee in our country through comparing the different system in different countries. The author considers that the committee should be a organization which has power of lawsuit but not a artificial person.The second charter refers to the basis of power of autonomy of house-owners committee .its legal nature and the development of burgher society decides that house-owners committee should have the power of autonomy. Moreover, community autonomy also needs the committee having power of autonomy.The third section is the hard-core which study the origin and the content of the power of autonomy. The power of autonomy consist of the power of stipulating﹑supervising﹑management﹑lodging a complaint and calling in conference and so on .The section also discuss the how to exert the power and the faultiness of actual law and rule of law. The fourth charter mostly is the actual state of house-owners committee and the issue and obstruction that exists in the real life. Moreover, in this section the author also analyzes the causation.The last charter is the limitation to the power of autonomy. Because the inherent dilatability of power ,it is necessary to limit the power of house-owners committee lest the commissary infringe the right﹑benefit of the house-owners. And study how to limit the power of house-owners committee.
