During recent years, with the rapid development of our country's economy, the advance of housing system reform and increasingly growing of real estate industry, the housing problem has become a hot topic, which is closely linked with mass's life. Some problems which appeared in sorts of entanglements that happened in many fields such as commercial housing sale,confirmation of property right,the protection of property owner's rights,property management and so on deserve much attention. Along with "Property Management Regulations" and "Property Law" promulgated and implemented, the legislative gap of Distinguished ownership of buildings has made up for. But the relevant laws about the Condominium Management Group-owners of self-government group still were not perfect. Owners of self-government are the important part of the distinguished ownership of buildings, because it is vital to the owner's right of distinguished buildings. Therefore, in order to protect the owner's right, this essay puts forward several suggestions to deal with the problems in owners of self-government group.The whole essay includes three parts:introduction, main body, and the end. The main body can be divided into four charters. The first charter is defining the basic concepts in distinguished ownership of buildings.It contains the exclusive right, the common right and the members'right. In order to safeguard the common order of life, coordinate the interests between each other, give full play of the functions of the various components of the building, we need a body to handle the common services, which is the embodiment of the member right and the distinguishable ownership of building. The second charter points out the defect of the system of the owners of self-government, starts from the situation of China's current relevant legislation, compared with legal systems of the relevant countries and regions. The third chapter is about the legal nature of the House-owner convention and the House-owner Committee. It is the beginning of the research. By comparison of national legislation, this article considers that our House-owner convention and the House -owner Committee belong to the non-corporate organization.Chapter IV concentrates on ways of improving self-owners. This section mainly narrates the approach to improve the owners of self-government. Pay attention to the owner's pact, to complete the running rules of the House-owner convention, to restrict the right of the House-owner of the Committee and to standardize the owners of self-government group.
